The "Guiding Opinions" put forward that establishing and improving a green and low-carbon circular development economic system and promoting a comprehensive green transformation of economic and social development are the basic policies for solving my country's resource, environmental and ecological problems. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th Central Committee, fully implement Xi Jinping’s thoughts on ecological civilization, and unswervingly implement new developments. The concept is to implement green planning, green design, green investment, green construction, green production, green circulation, green life, and green consumption in all aspects, so that development is based on efficient use of resources, strict protection of the ecological environment, and effective control of greenhouse gas emissions On this basis, we will coordinate the promotion of high-quality development and high-level protection to ensure the achievement of carbon peak and carbon neutral goals, and promote China's green development to a new level.

The “Guiding Opinions” clarify that by 2025, the industrial structure, energy structure, and transportation structure will be significantly optimized, the proportion of green industries will be significantly increased, the level of green infrastructure will continue to rise, the level of cleaner production will continue to rise, and the green transformation of production and lifestyle will achieve significant results. Resource allocation is more reasonable, utilization efficiency is greatly improved, the total discharge of major pollutants continues to decrease, the carbon emission intensity is significantly reduced, the ecological environment continues to improve, the market-oriented green technology innovation system is more complete, the legal, regulatory and policy system is more effective, and the green and low-carbon A cyclically developed production system, circulation system, and consumption system have taken initial shape. By 2035, the endogenous driving force for green development will be significantly enhanced, the scale of green industry will reach a new level, the energy and resource utilization efficiency of key industries and key products will reach the international advanced level, green production and lifestyle will be widely formed, and carbon emissions will be stable after reaching the peak. , The ecological environment is fundamentally improved, and the goal of building a beautiful China has basically been achieved.

The "Guiding Opinions" deployed key tasks from six aspects. The first is to improve the production system for green and low-carbon circular development. It is necessary to promote the green upgrading of industry, accelerate the green development of agriculture, improve the green development level of the service industry, strengthen the green environmental protection industry, improve the recycling level of industrial parks and industrial clusters, and build a green supply chain. The second is to improve the circulation system for green and low-carbon circular development. It is necessary to actively adjust the transportation structure, strengthen the organization and management of logistics and transportation, promote green and low-carbon transportation, strengthen the recycling and utilization of renewable resources, and establish a green trading system. The third is to improve the consumption system of green and low-carbon circular development. It is necessary to promote the consumption of green products, advocate a green and low-carbon lifestyle, resolutely stop catering waste, promote the classification and reduction of domestic waste, and resource utilization according to local conditions, and promote the entire chain of plastic pollution control. The fourth is to accelerate the green upgrade of infrastructure. It is necessary to promote the green and low-carbon transformation of the energy system, improve the dual control system of total energy consumption and intensity, promote the upgrading of urban environmental infrastructure, improve the level of green development of transportation infrastructure, and improve the urban and rural living environment. The fifth is to build a market-oriented green technology innovation system. It is necessary to encourage the research and development of green and low-carbon technologies and accelerate the transformation of scientific and technological achievements. Sixth, improve the system of laws, regulations and policies. Strengthen the support of laws and regulations, improve the green fee and price mechanism, increase fiscal and tax support, vigorously develop green finance, improve green standards, green certification systems and statistical monitoring systems, and cultivate green trading market mechanisms.
