1. General requirements

Two, create goals
By 2022, the proportion of green buildings in urban new buildings will reach 70%, the number of star-rated green buildings will continue to increase, the quality of residential buildings will continue to improve, the construction methods will initially achieve green transformation, the efficiency of energy and resource utilization will continue to increase, and technological innovation will promote buildings. Three, the main task
(1) Promote the high-quality development of green buildings
1. Improve the system of regulations and standards. Promote the revision of the "Management Measures for Energy Conservation of Civil Buildings in Sichuan Province" (Order No. [215] of the Provincial Government) to include green buildings, green renovation of existing buildings, public building energy-saving management, renewable energy building applications, and construction waste resource utilization Revise the content to clarify the main responsibilities of all parties. Issue relevant normative documents, establish and improve the whole-process supervision mechanism for green buildings, and refine the phased tasks and responsibilities of all parties. In accordance with the national "Green Building Evaluation Standards" (GB/T50378-2019), improve the Sichuan Provincial Green Building Standard System, and incorporate the basic requirements of green buildings into the local compulsory standards for engineering construction.
2. Comprehensively promote the development of urban green buildings. From February 1, 2021 (subject to the time when the construction drawing review certificate is obtained), new civil buildings in cities and towns in the province should at least meet the basic requirements of the "Green Building Evaluation Standards" (GB/T50378-2019). Government investment or Government-invested buildings, public buildings with a single building area of more than 20,000 square meters, and new residential communities with a total ground floor area of more than 150,000 square meters should meet at least one-star requirements for green buildings, and the building height should exceed 150 meters or single Public buildings with a building area of more than 200,000 square meters should at least meet the two-star requirements for green buildings. Encourage localities to formulate higher star-level requirements for green buildings based on actual conditions.
3. Standardize the management of green building signs. Formulate the "Implementation Rules for the Management of Green Building Marks in Sichuan Province", and establish a green building mark grant, revocation and operation management mechanism. Relying on the national green building label management information system, the online declaration, recommendation and review of green building labels are carried out according to the authority. The Department of Housing and Urban-Rural Development is responsible for the identification of two-star green building labels and the preliminary review and recommendation of three-star green buildings; each city (state) ) The housing and urban-rural construction department is responsible for the identification of one-star green building labels and the preliminary review and recommendation of two-star green buildings in the region.
4. Strengthen the whole process management of green building. At the design stage, clarify the green building design requirements in the civil building plan design documents. The preliminary design and construction drawing design documents should prepare special green building design documents; establish a special review system for green building construction drawing design documents; prepare green building review special articles. Those who are qualified will not be issued with an examination certificate. During the construction phase, strengthen design change management. If the content of the change may reduce the requirements for green buildings, review the construction drawings; implement the main responsibility of the enterprise, and supervise the construction, design, construction, supervision and other units to implement the green building design documents and related standards and specifications; strictly Completion acceptance management, establish a special acceptance system for building energy conservation and green buildings, and promote the implementation of relevant requirements for green buildings. (2) Promote the improvement of the quality of residential buildings
5. Improve the livable quality of newly built buildings. Compilation of "Sichuan Residential Design Standards", improve area and net height standards, strengthen smoke control requirements, clarify green capacity, sunshine standards, floor insulation and sound insulation, storage space, same-floor drainage, indoor water pressure, and sanitary ware drainage facilities , Elder-friendly facilities and other indicator requirements. Revise the "Evaluation Standards for Green Buildings in Sichuan Province" to improve building indoor air, water quality, noise control, light environment and other health performance indicators; amend the "Property Management Regulations of Sichuan Province" to further clarify the rights and responsibilities of all parties, establish and improve owner autonomy and enterprise Institutional mechanisms for services, supervision and management, etc. Encourage the planning, design, construction, operation and evaluation of buildings such as elderly care facilities, dormitories, and kindergartens in accordance with healthy building standards, and support the expansion of the application scope of healthy buildings in various regions.
6. Promote the transformation of old communities in cities and towns. According to the relevant requirements of the "Implementation Opinions on Comprehensively Promoting the Reconstruction of Old Communities in Urban Areas" by the General Office of the People's Government of Sichuan Province, the reform of old communities is promoted in a classified and coordinated manner. Encourage qualified communities to implement green renovation in accordance with the requirements of the "Evaluation Standards for Green Reconstruction of Existing Buildings" (GB/T51141).
7. Establish a monitoring mechanism for users of green houses. Promote the "Guidelines for Green Housing Buyers' Home Inspections" formulated by the Ministry of Housing and Urban-Rural Development, provide home buyers with methods for house green performance and full decoration quality acceptance, and guide green housing development and construction units to cooperate with home buyers to do home inspections. Incorporate the relevant indicators of residential green performance and full decoration quality into commercial housing sales contracts, residential quality guarantees and residential user manuals, and clarify quality warranty responsibilities and dispute settlement methods.
(3) Promote the transformation and upgrading of the construction industry
8. Promote assembly-based construction methods. Formulate the "Five-Year Action Plan for Improving the Development Quality of Prefabricated Buildings", establish and improve the total element industry chain of prefabricated buildings, and promote the integrated development of smart construction and smart manufacturing with prefabricated buildings as the carrier. Promote the prefabricated construction pilot cities of Chengdu, Leshan, Yibin, Guang'an, Meishan, and Xichang to accelerate the development of prefabricated buildings, do a good job in the pilot work of steel structure prefabricated residential construction nationwide, and increase the construction of steel structures in residential, rural housing, and old communities. 9. Promote the innovation of engineering construction organization. Prefabricated buildings, government-invested projects, projects in which state-owned funds occupy a controlling or dominant position, rescue and disaster relief projects, and large-scale public buildings should give priority to the general contracting model. Establish a technical standard system for the entire process of engineering consulting services, encourage and support consulting units to innovate the entire process of consulting service methods, and government and state-owned fund investment projects should take the lead in implementing the entire process of engineering consulting. Encourage development of residential projects and other social investment projects to adopt general contracting and whole-process engineering consulting. 10. Cultivate new competitiveness of enterprises. Guide construction companies to improve green construction capabilities, strengthen technology accumulation and talent training, and cultivate a group of backbone companies with green design and green construction capabilities as their core competitiveness. Encourage small and medium-sized enterprises to strengthen research in areas such as energy-saving transformation, renewable energy applications, and construction waste resource utilization, and cultivate a group of specialized and new small and medium-sized enterprises with outstanding main businesses and strong competitiveness.
11. Strengthen the training of professional talents. Vigorously cultivate professional talents for green construction, and expand the team of green design and green construction talents. Carry forward the spirit of craftsmanship, strengthen vocational skills training, and vigorously cultivate a team of industrial workers. Support colleges and scientific research institutions to meet the new needs, new formats, and new technologies of the construction industry, set up relevant courses, innovate talent training models, and provide professional talent guarantee.
(4) Promote efficient use of energy resources
12. Improve the energy efficiency standards of new residential buildings. Fully implement the 65% design standard for energy saving in residential buildings, and support the Panxi region to establish a building energy saving system based on local conditions in combination with the local climate, humanities, and natural resources. Promote the gradual improvement of standards in key areas and key buildings, and encourage the construction of zero-energy and near-zero energy projects. Promote the application of safe and durable energy-saving building materials, equipment and processes.
13. Strengthen the supervision of energy conservation in public buildings. Implement sub-item measurement of energy consumption in public buildings and indoor temperature control requirements, and strengthen energy management in public buildings. Newly built state office buildings and large public buildings with a single building area of more than 20,000 square meters should design and install energy consumption monitoring systems, and should be incorporated into the local public building energy consumption monitoring platform after completion. Existing public institution buildings should gradually improve the energy consumption monitoring system. Encourage the use of contract energy management models to implement energy-saving renovation of existing public buildings.
14. Improve the efficiency of water use. Strictly implement the current water-saving design standards, and promote the use of water-saving sanitary appliances and water equipment. Strengthen the comprehensive utilization of water resources. In areas where the average annual rainfall is greater than 800mm, local rainwater utilization management policies should be formulated, and the scope of implementation and utilization measures should be clarified; new projects with a construction land area of more than 50,000 square meters should be specially designed for sponge cities; except for medical care In addition to buildings and biochemical laboratories that discharge toxic and harmful sewage and wastewater, new public buildings with a single building area of more than 20,000 square meters should be installed with water utilization facilities.

16. Carry out the resource utilization of construction waste. Introduce the province's construction waste management and resource utilization guidelines, improve management policies and technical standard systems, and standardize urban construction waste management and resource utilization. All localities must formulate special work plans based on actual conditions, promote the reduction of construction waste at the source, guide the development of the construction waste disposal industry, promote the construction of disposal projects, increase the promotion and application of renewable products, and form a green, low-carbon, circular production and lifestyle, and promote recycling economic development.
17. Promote the application of green building materials. Implement the requirements of the "Guiding Opinions on Promoting the Standards, Certification and Labeling of Green Building Materials" and the "Action Plan for Promoting the Production and Application of Green Building Materials" issued by the Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology and other departments, and establish provincial-level green building materials products Certification promotion work organization, perfect policy and standard system. Establish a green building materials application database, implement traceability records for warehousing products, and promote the improvement of the quality of building materials products. 20. Carry out pilot demonstrations. Encourage the development of pilot projects (or technologies) such as near-zero energy-consuming buildings, regional centralized energy supply, replacing gas with electricity in buildings, resource utilization of construction waste, and integrated development of information technology. Four, work division
Relevant departments of each city (prefecture) should take their own responsibilities, cooperate closely, and coordinate to advance various key tasks. (3) Carry out extensive publicity. Make full use of media such as newspapers, radio, television, and the Internet to widely publicize green building knowledge. Organize multi-channel and various forms of publicity activities, popularize green building knowledge, publicize advanced experience and typical practices, guide the masses to make good use of various green facilities, reasonably control indoor heating and air-conditioning temperatures, and promote the formation of a green lifestyle. Give full play to the role of grassroots organizations such as streets and communities, actively organize the participation of the masses, and create a social atmosphere conducive to the implementation of actions through joint construction, evaluation and sharing.
