In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and Xi Jinping’s thoughts on ecological civilization, in accordance with the “Notice of the National Development and Reform Commission on Printing and Distributing the “Overall Action Plan for Green Life” (Fagai Huanzi [2019] No. 1696), “Housing and Ministry of Urban and Rural Development, National Development and Reform Commission, Ministry of Education, Ministry of Industry and Information Technology, People’s Bank of China, China Banking and Insurance Regulatory Commission, on Printing and Distributing Action Plans for Green Buildings (Jianbiao [2020] No. 65) and Heilongjiang Provincial Department of Housing and Urban-Rural Development, etc. The department’s notice on the issuance of the "Heilongjiang Province Green Building Creation Action Implementation Plan" (Hei Jianke [2020] No. 9) requires that this plan be formulated to accelerate the promotion of high-quality development of green buildings in the city.

 

One, create an object

 

The green building creation action takes urban buildings as the creation objects. Green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution, provide people with a healthy, applicable, and efficient use of space during the entire lifespan, and maximize the realization of the harmonious coexistence of man and nature.

 

Two, create a goal

 

By 2022, the proportion of green building area in newly-built urban buildings in the city will reach more than 90%. The number of star-rated green buildings continues to increase, the energy efficiency of existing buildings continues to increase, the proportion of prefabricated construction methods is steadily increasing, the pilot projects of low-energy buildings are further expanded, the application of green building materials is further expanded, the health performance of residences is continuously improved, and the supervision of green residential users is gradually promoted , The masses actively participate in the creation of green buildings, and the social atmosphere that advocates green life is basically formed.

 

3. Key tasks

 

(1) Green design shall be fully implemented in new civil buildings. Green design will be fully implemented for newly-built civil buildings within cities and towns to improve the bottom line control level of building construction. Strengthen the management of the whole process of green building design, drawing review, construction, supervision, inspection, acceptance and operation, implement the main responsibilities of all parties, and ensure the implementation of green building standards. (2) Encourage application for star-level green building signs. In accordance with the relevant regulations of the Ministry of Housing and Urban-Rural Development and the Provincial Department of Housing and Urban-Rural Development, construction units are encouraged to apply for green building labels voluntarily and to promote the continuous increase of star-rated green building labels. The three-star green building logo is awarded by the Ministry of Housing and Urban-Rural Development, and the two-star and one-star green building logos are awarded by the Provincial Housing and Urban-Rural Development Department. (3) Improve the energy and water efficiency of buildings. New residential buildings fully implement the "Heilongjiang Province Residential Building Energy Efficiency Design Standards" (DB23/1270-2019). Combining with the renovation of old communities, the “triple and one reform” tackling actions for the treatment of scattered coal pollution, sponge cities, etc., promote the energy-saving renovation of existing buildings, advance the renovation of heating and water supply pipe networks, reduce pipe network leakage rates, and continuously reduce energy consumption . Promote energy consumption statistics, energy audits and energy efficiency announcements for public institutions and other public buildings, encourage contract energy management and contract water saving management, expand pilot demonstrations and promotion of ultra-low energy buildings, and scientifically promote the application of renewable energy in accordance with local conditions. (4) Promote assembly-based construction methods. Actively promote prefabricated buildings such as reinforced concrete and steel structures. When organizing the preparation of feasibility study reports, the implementing units of government-invested projects should incorporate the prefabricated construction methods into the feasibility study report in accordance with the opinions of the planning department and the relevant standards of assembly. In the land transfer (state-owned construction land transfer contract) and the allocation phase (land use and planning and site selection opinions), specify the prefabricated building area ratio and assembly rate to speed up the implementation of prefabricated building projects. Build national and provincial prefabricated construction industrial bases and demonstration projects, and continuously improve the industrial chain. Strengthen quality and safety supervision and continuously improve the level of prefabricated construction. Promote prefabricated decoration. (5) Promote the application of green building materials. Strengthen the quality supervision of the production, circulation and use of green building materials, and promote the improvement of the quality of building materials products. Encourage enterprises to research and develop new green building materials and cultivate green building materials companies. Accelerate the promotion and application of green building materials, take the lead in adopting green building materials in government-invested projects, and gradually increase the proportion of green building materials used in new urban buildings. (6) Strengthen technology research and development and promotion. Strengthen the R&D and promotion of key common technologies and integrated application technologies such as green buildings, prefabricated buildings and low-energy buildings, vigorously promote energy-saving green technology products such as energy-efficient doors and windows, thermal insulation materials, energy-saving lighting, water-saving appliances, and smart heating, and actively explore The application of new technologies such as 5G, Internet of Things, and artificial intelligence in the field of engineering construction promotes the integration and development of green construction and new technologies. Strengthen the management of scientific and technological achievements, actively recommend applying for national, family-level, and provincial-level scientific and technological awards, and promote the transformation of scientific and technological achievements. (7) Improve residential health performance. Strengthen residential design management, strictly implement standards and specifications, continuously improve the design level, improve safety and durability, health and comfort, convenience of life, resource conservation, environmental livability and other green building performance, improve indoor air, water quality, sound insulation and other health performance indicators, and improve Architectural visual and psychological comfort. (8) Promote the supervision of users of green houses. According to the relevant regulations of the Ministry of Housing and Urban-Rural Development and the Provincial Department of Housing and Urban-Rural Development, guide green housing development and construction units to provide buyers with methods for the acceptance of house green performance and full decoration quality, and cooperate with buyers to do home inspections. In accordance with the samples of Heilongjiang Province "Commercial Housing Sales Contract (Pre-sale) Model Text", "Residential Quality Assurance Letter", and "Residential User Manual", the relevant requirements for building energy conservation and decoration and other related information are included in the commercial housing sales contract, residential quality assurance letter and residential user manual , Clarify quality warranty responsibilities and dispute settlement methods. Four, organization and implementation

 

(1) Strengthen organization and leadership. The Municipal Development and Reform, Resource Planning, Housing Construction, Industry and Information Technology, Market Supervision, Ecological Environment, Agency Affairs Management, People's Bank of Harbin Central Branch, Banking and Insurance Regulatory Bureau and other departments, according to their respective functions, earnestly implement the tasks related to the creation of green buildings. Under the direct leadership of the local party committee and government, all districts, counties, cities, housing and construction departments should establish a work coordination mechanism and formulate local implementation plans.

 

(2) Increase policy support. The resource planning department should study and formulate land use policies and related incentive policies that are conducive to the development of high-star green buildings. The housing construction department should study and formulate supporting policies, and give priority to the green building and prefabricated building performance of enterprises engaged in real estate development, survey and design, construction, supervision, and property management in credit evaluation, qualification upgrade, and awards. Consider or add points. The finance department cooperates with relevant leading departments to study and issue support policies to promote the research and development and promotion of green buildings, prefabricated buildings, and green building materials technologies. The Municipal Housing and Urban-rural Construction Bureau shall collect green building-related industrial projects and corporate financing needs, coordinate the branches of the People’s Bank of China and the China Banking and Insurance Regulatory Bureau to incorporate green building-related industries into the scope of green finance support, provide green credit support and financing docking services, and make good use of the national green Development fund. (3) Strengthen supervision and assessment. Housing construction departments at all levels should strengthen design and drawing review management for projects that implement green building standards, and strengthen supervision during construction to ensure that construction is performed according to drawings, and green building projects are included in the scope of acceptance. Those that fail to comply with green building requirements shall not pass the completion acceptance. The market supervision department shall strengthen the supervision and inspection of the quality of green building materials products, and guide and regulate market consumption. Housing construction departments at all levels should regularly supervise the implementation of green building creation tasks, spot check the construction of green building projects, submit green building completion data reports and project lists to the Municipal Housing and Construction Bureau at the end of each quarter, and submit annual work reports before the end of October each year. The Municipal Development and Reform Commission shall incorporate the completion of the green building targets and the implementation of measures into the municipal level's "dual control" target responsibility assessment system for district and county (city) government energy consumption and intensity. (4) Strengthen publicity and training. Carry out various trainings on policies, regulations and standards related to the development of green buildings and prefabricated buildings to improve the professional knowledge and skills of employees. Give full play to the role of grassroots organizations such as streets and communities, actively organize the participation of the masses, and create a social atmosphere conducive to the creation of green buildings through joint construction, management, evaluation and sharing.
